There will be an ORION RFP in early
November of this year to establish a series
of "Independent Operators (IO)" for
planning, building and managing the observatories
to be built as part of the NSF Ocean Observatories
Initiative (OOI). John Orcutt expects the President's
budget to include the OOI with a 6 year budget of approximately
$280M, although these funds won't be available until FY07
(after October 2006). The funding for the IO's will
initially be
limited to allow staff to be hired and to participate
in the development
and writing of the ORION Program Execution Plan (PEP).
CEOA plans to facilitate a coordinated
UCSD response to this solicitation. A meeting
was held at SIO on Tuesday, 11 October. The agenda
